I like the way RPG Maker MV runs in terms of a base game however I am hoping to incorporate some VN styled game to highlight scenes. These scenes would scattered throughout the game as such is the nature of the game I intend on making.
The requirements I would need to find any use out of this feature (if it is even possible) would include being able to link the in game actions (of RPG MV to VN) with specifics. And vice versa as to make the story progress. I essentially wish to make dialogue with choices that affect the game (Just as if I was using variables in MV alone) The purpose of this is to allow more detailed art to be used.
I know this is probably an odd question however it would benefit me knowing this prior to investing time and resources into this style game play as the current design of the game hinges on this mechanic.

If using more detailed art is the only reason to try to make that work, why not get a plugin to increase MV's screen resolution?

You can do that with only MV, because, like @Milennin said, you can alter the resolution in MV, there are plugins that allow the use of portraits and VN like choices. You can also create different story branches in MV, making use of variables, switches and conditional branches.

Combining two different engines is usually impossible (or more work than writing a new engine), but as said there already are Plugins to modify RMMV into something that looks like a visual novel game. That existed before VNM was even released.

I am using MV to create a visual novel. Small example here of a scene of mine.
Granted, I'm using loads of custom scripts to beat the engine into being good visual novel engine. Quick save/quick load is definitely not a standard option in MV. Blinking sprites is do-able using events but can get kind of tricky.
If you're just looking to have big sprites over a pretty background and they talk a little, with no extra functions such as history/backlog, quick save/load, autoread, skip etc. then you can use the base RPG Maker MV to create VN-style scenes.

That actually looks like the type of thing I need. Could you please point me in the right direction to get a similar result.
preferable a tutorial with a sample script.

Well, all my plugins were commissioned, so I can't really give you a similar result.
However, you do need to use Yanfly's MessageCore plugin (I think it comes standard with MV in one of its folders), which allows you to change the size of your text window, as well as use bold and italics in your text, and a bunch of other text-related things.
You can either fiddle around with your text window and let RPG Maker create it, or you can replace it with an image yourself (as I did). Simply show a picture each time you have some text, and make sure to set your window to transparent so the default doesn't show up.
But really, it's just understanding the program and learning how to use variables and common events to get the desired effect! All in all, it's totally possible to create a VN-style cutscene in RPG Maker.
